S3 has a wholly owned subsidiary, KBFS, that provides aviation pilot training, heavy lift, aircraft maintenance, and related aircraft services to Government and commercial requirements IAW multiple FAA certifications.S3 Inc. is seeking a Senior Analyst- G8 FDV to support our projects in Washington, DC. There is a $10,000.00 sign on bonus.Position Description: The Senior Analyst- G8 FDV will be located in the Pentagon, Washington, DC, G-8 Force Development Directorate (FDD), Force Development Aviation Division and provides on-site support to the Office of the US Army Deputy Chief of Staff (DCS) G-8, FDD, Aviation Division. Performs duties as Special Staff to the Division Chief, Deputy, and Govt Budget Analyst and works with, advises, and coordinates actions with materiel platform Staff Synchronization Officers (SSO). Responsible for the strategic support of the Planning, Programming, Budget and Execution (PPBE) activities for critical Army Aviation Acquisition programs. Performs a broad range of technical, financial, and operational analysis in support of the Army Aviation investment and resourcing strategies. Prepares, coordinates and revises selected Army Aviation modernization strategies and plans for inclusion in the Army’s annual Modernization Strategy and Plan that informs Army, DoD and industry stakeholders on adjustments from changing requirements, funding and senior leader guidance. Revises and coordinates the investment strategies and decision points for capability within the Aviation Portfolio Long-range Investment and Requirements Analysis (LIRA) strategy to provide senior leaders insight into decisions beyond the Program Objective Memorandum (POM).The Senior Analyst also coordinates with Program Management Offices and HQDA Offices on system allocations and distributions to resource fielding, next units to deploy and replace combat loss. Utilizes analytical tools and information systems such as Army Equipping Enterprise System (AE2S), Force Development Investment Information System (FDIIS), EquipFor, FMSWeb, and SSN-LIN Automated Management & Integration System (SLAMIS) to document funding, allocations, and distributions. Reviews and analyzes Operational Needs Statements (ONS) and Urgent Needs Statement (UNS) to determine programmatic impacts and provide recommended courses of action (COA) and briefs the analysis and recommendations as required. Monitors Aviation requirements and capability developments by attending and providing leader approved input at meetings and decision briefings, provides comments and recommendations to aviation Joint Capabilities Integration and Development System (JCIDS) documents and Acquisition documentation, and, attends all necessary meetings to address the critical system-related issues, prepares meeting minutes, EXSUMs, and information papers for use by leadership to aid in decision making processes.Experience/Skills Required : Minimum of eight (8) years’ experience performing force development related military duties, three (3) of which must be direct HQDA Staff experience or equivalent, OR, the experience listed below:Individual generalized military training, such as War College, CGSC, SAMS or other branch-peculiar advanced schooling; HQ, Major Army Command experience; BDE and/or BN Command. Major command experience with programmatic and/or force development responsibilities, such as in TRADOC HQ or a TRADOC school/center; NGB; Office of the Chief, Army Reserve; etc. PPBE experience elsewhere within DoD, such as in OSD, CAPE, G8-PAE, ASA (ALT), ASA (FM&C), DCOS G3/5/7, or other staff element that has significant PPBE responsibilities. Major HQ Staff experience (e.g. Air Staff, EUCOM Staff, FORSCOM Staff, (3-4 star headquarter experience)). HQDA Forward Operating Agencies (FOA) Staff experience or Senior Staff experience (Division or above) performing the duties as the Division G3, G4, or G8.Individual specialized military training, such as pilot qualification or formal training in modern Army Systems. Unit level experience in reception and fielding of equipment during the total package fielding process, especially in combat operations, joint-service missions, or at combat training centers. DoD experience in warfighting requirements, solutions, and assessments, such as in the Joint Staff J8; OSD (in the directorates for Comptroller; PAE; C3I; etc.); or, Defense agencies with programmatic responsibilities. Experience in the DoD Acquisition process. Program office experience in support of Army warfighting requirements and/or Title 10 executive agent responsibilities. Experience at the major training areas such as NTC or JRTC with employment of new equipment. Assignment in a TRADOC Capability Manager (TCM), Director of Combat Developments (DCD) office or Program Management (PM) office.Additional experience includes operational experience in Army aviation units as an Aviator from company to brigade level and familiarity with the types of equipment used in Aviation units. Army Aviation operational experience. DoD Acquisition experience. Experience and capability to produce written products and briefings at the General Officer/Flag Officer level. High-level expertise in the use of Microsoft Office suite of programs.Education Required: Bachelor’s degree in Business or Public Administration, Management, Economics, Math, Science, Engineering, History, or English.
